I fixed a combat bug with set effort live in patches last night.
It operated under the following rare conditions:
1) If BOTH people fighting have set effort to below 100
2) Then instead of reducing the attacker's chance to hit by his effort and the defender's chance to block by his effort [note both characters are both attacker and defender in a fight, unless one is set pacifist. It refers to who is swinging this round, not who started the fight first], it would reduce the attacker's ability twice and leave the defender's untouched.
This is unlikely to have ever affected PvP, because who is seriously fighting in PvP at less than 100% effort, or if they were, how likely is it that BOTH people had it set to less than 100%? And then the person who kept missing due to this bug surely would have set up to 100% again if they felt danger.
Nevertheless, fixed it.

Where fixed means, YOUR effort scales down your chance to hit, and THEIR effort now scales down their chance to block instead of making you take your attack debuff a second time. It was a copy-paste bug where they forgot to change all the terms once pasted.
