What's the Staff policy on clothing/coverage? Is it a 'bug'/bad building worth submitting a ticket about when an object is built without coverage, or is that a feature of the code that's not used?

It is a deeply-cowled, aubergine silk cloak.

It is worn over the torso, neck and lower-legs, and worn about
the torso.
compared to, say, a basic, buttoned octarine leather jerkin, which has no coverage at all. Is it worth submitting tickets for any and all clothing/crafts that produce clothing without coverage?
