No. Any time that you have to use "quotation marks" to convey speech in the code, there is no language assigned to those words and they can be read by everyone. It's then fair to assume (as I do) that anything "said" in an emote is being said in the Common Speech, something that all PCs - Orc and Human understand.
If you want to keep those blackbloods from understanding you, switch over to Dalish and keep it to "says".

If I remember correctly, when you successfully see someone else's hmote on Arm, it says something like, "You notice: Sneaky McThief reaches for your purse-strings." Is there any similar flag on SoI, or are hmotes indistinguishable from normal emotes to the players who see them?

I tried "aim north warg head" before and received a message basically telling me 'huh??'

Is there a status command to show if you're currently binding something? Does it show on info, score, look?
Do emotes interrupt binding? Does re-typing "bind"?

Emotes do not interrupt binding.
Re-typing 'bind' does interrupt binding.
Incidentally, sometimes you'll try to bind yourself/someone else and it won't work. The best way to make sure your bind works it to type 'stop' a few times (before binding) to make sure the MUD knows you're completely out of combat and not doing anything else, then bind yourself/someone else.
