Weapons with skill bonuses - question

I'm sure this has been asked before, but I can't seem to find anything.

If I wield two weapons that give a boost to deflect, do I get both bonuses?

Theoritically yes, because wielding two weapons that give you skill penalties stack.

Nope. In old SoI you could, but that was one of the first things that Songweaver and Kithrater fixed when making Atonement-- reason being that someone could wear two shields on either shoulder and hold two shields and get like +30 block.

So if you have two swords that give +longblade, you only get the bonuses from one.

EDIT:

Similarly, if you're wielding two weapons that give penalties, you only get the penalties from one.

How do you know how much deflect you are getting from a shield or weapon? Like, my shield says..

You judge that this item would improve your deflect skill.

I have no idea if that means the shield is a good shield or some piece of trash I shouldn't be holding.

It usually says something like "slightly improves," "improves," or "greatly improves."
