Who Command

There are currently X people in Middle-Earth.
There are X souls lingering in the Ironwood Inn.
There are X souls wandering around Vadok Mal.
There are X souls wandering around Utterby.
There are currently X guests lingering in the Halls of Mandos.

I'm really glad for the breakdown, but I'm a little confused. For example, if 5 people are in the Inn and 5 people are in Utterby, it's basically saying that all 5 people in Utterby are in the Inn, right? It's not saying there are 10 people in Utterby and 5 of them are in the Inn? Also, where exactly are the boundaries? If there's people in Mirkwood, where do they show up on the list? Or do they?

Yes, the people in the inn are taken into account for the total of all in Utterby, and I believe they still count as being in Utterby until they hit the treeline. Don't quote me on that though.

You're right. You'll often see like 7 in Utterby and 3 in the inn, but you'll never see more in the inn than in Utterby.

Also, people in Mirkwood don't show up at all, other than as an extra number in the general who list. So if you see twelve people on, and 7 are in the inn and the others aren't listed, you can surmise that 5 people are in mirkwood.
