Should answer all your questions. To help with readability, 1=yes, 0=no for "opening." Skills open crafts more than crafts open skills, though, and I'm not sure, if you don't have bonecraft, there are any 'free' general crafts that use it so you can practice it.
Re: What craft opens up Bonecraft?
Bonecraft used to be a part of Artistry, but was split off.
Currently, it looks to be split off into it's own skill and craftset.
Doesn't look to be any racial restrictions beyond one craft.

This is a craft that opens for everyone that can be practiced to learn Bonecraft if one so chooses.Bonecraft: carve bone-fishhooks
I might peek at a few more crafts in this set though.
Things were split off Artistry originally, because Artisty as a skill by itself is pretty powerful with the ability to use the Decorate command on stuff. I'm going to peek at some of these though, the split up and skill checks on some of these need a peek.

Speaking of breaking off bone shards into my fingers while trying to make hooks...
I feel like the skillcheck is a little high for that craft, with being an opener.

The twink in me grins wide when the opener skill has high skill check.
