Tur-Edendor: bondsmen
A freeman ceases to be a freeman, and instead becomes a bondsman,
once they begin to wear the official mark of a Kadar-Lai or Khor. A
freeman may not be forced to become a bondsman; it a decision they
must come to on their own. A bondsman may only serve one Kadar-Lai
or Khor at a time.

A bondsman is the property of a Kadar-Lai or Khor, and this grants
them both certain protections, and certain responsibilities. The
Master is responsible for the action of their bondsmen, and
can be held liable for any crimes they commit if the Black Watch
so desires it. On the other hand, the master is free to do
with their property as they wish.

Not all bondsmen relationships are one of slave and
master. It is up for the freeman and Kadar-Lai to discuss what the
terms of service are before the freeman surrenders themselves to
the Kadar-Lai. Some bondsmen are slaves, others are bonded warriors,
others tribal members (such as orkish grunts to the warboss),
others cultists, or anything else that may arise.

Likewise, not everyone who serves a Kadar-Lai need be a bondsman;
they can be an independent collaborator, a mercenary, an affiliate,
or something else, but then they do not have the protection of the
Kadar-Lai should a crime be committed against them, or if they
commit a crime themselves.

For someone to take a bondsman, they must;
1) be of the Kadar-Lai,
2) have property within the city of Tur Edendor to suitable
to house a bondsman.
3) have some piece of clothing or equipment with some sort of
mark, color scheme, symbol, insignia or otherwise to signify their
bondsman (if you fulfill 1 and 2, but do not have 3, email
staff+morgul@middle-earth.us to rectify this problem). This mark
must also be registered at the City Property Office for it to be
official.

There are two ways a bondsman may leave the service of a Kadar-Lai;
1) the Kadar-Lai releasing or removing the bondsman from their
service.
2) after the expiration of the length of service agreed between the
freeman and the Kadar-Lai beforehand.

For 2) to take effect, the agreement must be witness by the City
Registry office to be official. OOC: to have this recognised,
both PCs will need to go to the civics office, make an agreement
for how long the freeman will be a bondsman to the Kadar-Lai, and
send in a log of the event (making sure to include the game-date
in the log) to staff+morgul@middle-earth.us with the subject
SERVICE LENGTH: freeman TO kadar-lai FOR time.
